Fire Chief Stephen Healy 

Stephen Healy was appointed to the rank of Fire Chief of the Moraga-Orinda Fire District on October 16, 2013. He had been serving as the Interim Fire Chief since July of 2013.  Chief Healy’s 28-year fire service career began in 1986 in Southern California. He joined the MOFD as a Battalion Chief in 2006 after a 15 year career with the Salinas Fire Department.  During Chief Healy’s tenure with the District, he has been assigned in the EMS, Operations, Personnel, Prevention, and Training Divisions.

Chief Healy holds a Bachelor’s Degree in Fire Prevention from the National Fire Academy’s Program at Cogswell Polytechnical College, and a Master’s Degree in Emergency Services Administration from Cal State Long Beach. He has been a licensed Paramedic for 27 years, is a State registered Master Instructor, and a credentialed Chief Fire Officer through the Center for Public Safety Excellence.

Chief Healy is presently serving as the Operational Area Coordinator for Contra Costa County and as a Liaison Officer for the East Bay Incident Management Team.  He has authored several applied research projects including work for the University of California at Berkeley and the National Fire Academy.
