SUMMARY OF ORDINANCE 26-05

NOTICE IS HEREBY GIVEN that at its regular meeting on April 15, 2026, at 7:00 p.m., the Board of Directors of the Moraga-Orinda Fire Protection District (“District”) intends to adopt the following ordinance:
AN ORDINANCE OF THE MORAGA-ORINDA FIRE PROTECTION DISTRICT AMENDING THE PURCHASING AND CONTRACTING PROCEDURES AND AUTHORITIES TO AUTHORIZE USE OF DESIGN-BUILD AND PROGRESSIVE DESIGN-BUILD PROCESSES
The proposed ordinance, Purchasing and Contracting Ordinance 26-05, is available for review at www.mofd.org/ordinances-resolutions. A certified copy is also available upon request by contacting the District Clerk at (925) 258-4501 or at 1280 Moraga Way, Moraga, CA 94556.

This meeting will be conducted in a hybrid format, and the public may attend either in person or virtually. SUMMARY OF THE PROPOSED ORDINANCE:
The District previously adopted Ordinance No. 24-03 establishing purchasing and contracting procedures. Ordinance 26-05 would amend those procedures to authorize the use of design-build and progressive design-build project delivery methods, where permitted by the California Public Contract Code. These additional project delivery methods would provide the District with greater flexibility in delivering public works projects, depending on the circumstances and needs of a particular project. The ordinance also requires the Fire Chief to adopt administrative policies and procedures to implement this authorization. If adopted, the Board will subsequently consider conflict of interest policies as required by the Public Contract Code.
